I've got a Joe Rocket cool vest to wear under their mesh jacket, you soak it in water first, which is absorbed by crystals that are sown into the quilted segments. Trouble is the moisture still gravitates down till the waist band of your pants end up saturated.

Up side is it can keep you warm as well. Touring during summer I headed up a southern mountain range as a cool front moved in and a sudden storm hit. Caught out with the mesh jacket and cool vest, no rain or overcoat I thought I was in for a very uncomfortable ride. My arms were cold but my torso was warm as toast, go figure.

I tried one one season on a hot southwest US trip, but didn't like the feel of it at all. It was heavy and clammy and as Ghezzi commented, a lot of the moisture ends up in your lap. I also found it very inconvenient since it works best when really saturated, which takes a bit of soaking time, and then I had to carry it in a big zip-lock bag until I was ready to use it in the heat of the afternoon. All in all, I just found it to be a pain in the ass. Soaking my t-shirt works just as well really.
