After disconnecting the fuel line from the tank fitting, should gas pour out of the tank fitting without the fuel pump running?
I would think not...

no it shouldn't
did you disconnect the fuel line at the quick connect fitting or pull the hose off at the tan connection?
the quick connect has an integral check valve

Disconnected tank using factory connectors 
Fuel was coming from the elbow connector on the bottom of the tank.
No fuel should dome from there unless the pump is running.

If fuel is coming out with no power than fuel pressure will be compromised. 

Correct?

Tank removed ... gas passing out the red elbow.

Might have found my idle issue

Could be, but I'd expect low pressure from a failed PR valve to effect it at higher demand rather than idle.

The PR valves are prone to rusting out from water in the tank. This is why it's important to make sure both the tank vent and especially the filler gutter drain are clear and working. The gutter drain is particularly prone to choking up with calcium type deposits. The 1100's those drains are at the bottom of the tank adjacent to the pump plate and face down. On thr 1200's they poke out the back of the bottom of the tank. In both cases they should have hoses on. On US bikes the vent goes to the charcoal canister, (If still fitted.) and the gutter drain hose goes down to the clip inboard of the RH footrest hanger plate.

PR valve is not sold separately by Guzzi but is by and for other manufacturers.

Pressure regulator fixed the leak.
Still have this God darn idle issue.

Bike is losing power momentarily... when it comes back on the idle goes up because the stepper motor thinks it just started.

What would cause a momentary lose of power only when coming back to idle rpm?

More info required. Does it miss, or have a lumpy idle, or is this happening when you close the throttle? Is the idle dropping under 1000 RPM?

Idle is pretty smooth
Happens when I close the throttle and idle drops below 1000rpm

Bike is running a Beetle map, valves and TB all set right. Reset tps and auto learning parameters

Also has more popping than before

Tps reading is a consistent 4.7 on guzzidiag

It's sounding electrical to me. Relay maybe? When it stutters does the dash needle move erratically?

 By dash needle... you are talking rpms right?
Rpms drop as it stumbles and cuts out... then rise as engine runs again.

At what voltage does the bike stop running?
Could a flakey battery cause this?

If it starts on the button then it isn't the battery.
