Dear Abbey,

After a short run, I pulled in to refuel. Observing the dash voltage report, it showed 11.7v with key on, dropping to 9v with start activated, jumping up to 13.5 immediately when running. It is a cheap crappy 4 year old lead battery.
Should I be concerned.

Yep.  Time for a new juicebox.  Some voltage drop with the ignition on is normal, but it should be closer to 12.6V. Voltage drop during start is normal, and charge voltage looks pretty good, telling you the alternator is alternating.  The battery is most likely toast.
