Can you safely drop the forks far enough to mount the bars on top of the yokes|?

I have tried searches but not found anything so i am happy to be directed to anything useful on here

Well I tried high fork leg mounted clip ons.  
From the side i like the look,

 from the front I think that the wings and wide frame blur the outline of the cylinder heads and rob it of the cafe racer aggression that the V7s showed.

However the main problem was
(1) it hurt. -
My wrist - tugging on the clutch at that angle
My neck - looking up to look forwards
My back - being folded over my largish gut
(2) it was harder to ride
looking over my shoulder before merging - almost impossible
cluctch use - almost impossible

So i am back to standard
